A statement from the United States attorney’s office in Dallas said the Jordanian, Hosam Maher Husein Smadi, was arrested after putting what he thought was a bomb at the 60-story Fountain Place office tower.
The device had been given to him by an undercoverF.B.I. agent.The Federal Bureau of Investigation had been monitoring the man, who lived in Italy, Tex. He is charged with attempting to use a weapon of mass destruction. Court documents do not list a defense lawyer.
